Leisure Access Program

The Leisure Access Program (LAP) allows eligible ��ϲ��ians access to the ��ϲ�� recreation facilities and attractions at a free or reduced cost.

All applicants will also automatically be considered for the Ride Transit Program.

Our programs are now offered in 1, 2, and 5 year terms depending on the documentation submitted with your application.

Due to high demand, if you're submitting your application for the LAP and Ride Transit program in person at the ��ϲ�� Service Centre, please arrive before 3pm to ensure we can help you within regular business hours.

When required, the queue for the ��ϲ�� Service Centre may end early, to ensure we can support customers within regular business hours.

What is Included?

Annual Program

The term length of the Leisure Access Annual Program is determined by the qualifying documentation supplied with your application. Initial membership cards are free, and there is a $5 fee charged to replace lost cards. The program includes:

Unlimited, free admission to participating facilities
75% discount for adults/seniors for registered programs (3 per year)*
75% discount for each child for registered programs (4 per year)*
Access to the drop-in Child Minding (children must have an active Leisure Access Program membership)
Access to 1 bucket of golf balls per day at Victoria Driving Range (golf club rentals not included)
One Free Youth in Action course registration per approved youth
Access to drop-in Shinny and Member Skate

Note: Access to rental discounts and the Terwillegar Club Membership (and its amenities) are not included in the annual program.

*1 round of golf is considered 1 registered program. Tee times must be booked in advance.

*No discounts are available on trainer programs such as: Fitness Consultations, Fitness Appraisals, Private Swimming Lessons, Personal or Small Group Training and Nutritional Consultations. Discounts can be applied to regular instructor-led registered programs.

Monthly Pass

Monthly Pass Program includes:

- Family: $70/month
Access to the drop-in Child Minding service (children must have an active Leisure Access Program membership)
Access to drop-in Shinny and Member Skate
Access to drop-in Aquasize, Strollersize, spin classes and more

Note: Registered program discounts, such as registered courses and camps, rounds of golf and the 1 bucket per day at Victoria Driving Range, are not included in the monthly pass.

Qualification/Eligibility

The Leisure Access Program is consistently reviewed and updated to ensure it is as accessible as possible and to proudly provide its services to all eligible ��ϲ��ians. If you’ve applied in the past and haven’t qualified, we recommend reviewing the information qualifications again as you may qualify now.

Who Qualifies?

You may qualify if you are an ��ϲ�� resident and meet the qualifications as outlined.

1-Year Term

One of the following must apply:

Recipient of Government of Alberta Income Support or Foundational Learning Assistance
New Permanent Resident who arrived in Canada within the past year (and has not previously been in Canada on a Work/ Study permit)
Refugee and your Protection Claimant document was issued within the past year
Receive the Canada Pension Plan - Disability Benefit (if you receive CPP but do not receive the Disability Benefit, you must apply under another qualifier)
Child Under Government Care (eligible to receive the Leisure Access Program until they are 18 years old without reapplying)

You are an AISH (Assured Income for the Severely Handicapped) recipient

Note: eligible dependants of AISH recipients who are aged 14 or older will qualify for 1-4 years. Their memberships expire the year they turn 18.

*Income threshold numbers are subject to change and are based on Statistics Canada’s low-income cut-off numbers.

Household Definition

**For the purposes of assessment, a household is defined as up to 2 total adult spouses/partners and their legal dependants aged 17 and younger (dependants who are over the age of 17 will need to submit a separate application form with eligibility documents in their own name).

Anyone living within the same home as your family who does not fall under these parameters will not count towards your eligible household members and must apply independently/with their own household.

Calculating Household Income

To calculate total household income, add the total incomes (Line 15000) of you and your partner/spouse’s (if applicable) 2024 Notice of Assessments (NOA). You are eligible if your total household income is equal to or less than the amounts listed in the above tables for your number of eligible household members.

Who Does Not Qualify?

Those who live outside of the ��ϲ��
Those who have a household income higher than the range shown above for the LAP Monthly Pass
Full-time students at Concordia, Norquest, the University of Alberta, NAIT or MacEwan University without children
Those who hold a temporary residence visa/permit in Canada (Visitors Visa, Work Permit, Study Permit) and are not able to submit a Notice of Assessment or a Permanent Resident/Refugee document.

Any appeals to declined applications must be received within 90 days of the date stated on the decline letter.

Printed forms are available at all City recreation and leisure centres, as well as the ��ϲ�� Service Centre
A printed form can also be mailed to you by request by calling 311

Canada-Ukraine Authorization for Emergency Travel

The Leisure Access Ride Transit Program exceptional Canada–Ukraine Authorization for Emergency Travel (CUAET) Qualifier Support for Ukrainian Newcomers has expired, in alignment with the Federal and Provincial Governments. As of April 1, 2025, Ukrainian newcomers will be required to meet standard program qualifiers.

As the Canada–Ukraine Authorization for Emergency Travel (CUAET) program has concluded, Ukrainian newcomers can apply for the Leisure Access and Ride Transit programs using Standard qualifiers which include Income Support with core housing, Confirmation of Permanent Residence (PR), or Refugee Protection Claimant documents.

Current program members who were approved under CUAET eligibility will remain in the program until the end of their one-year term. After the initial year, newcomers were required to reapply using standard eligibility documentation.

Guardian/ Caregiver/ Trustee

If you are a guardian, caregiver or trustee and are assisting an applicant who is unable to sign the application form to confer their consent, you may sign on their behalf but are then required to complete the LAP Release of Information and Responsibility (ROI) Form.

All applicants who are Children Under Government Care must have a guardian, caregiver or trustee complete the ROI form and submit it with their Delegation of Powers and Duties document.

In-person

We do not accept emailed or faxed applications.

Applicants who submit a completed application and supporting documentation in-person at the ��ϲ�� Service Centre may be approved for conditional eligibility for the Ride Transit program for a period of 2 months. With conditional eligibility, you are able to purchase a discounted Ride Transit pass.

Note: at this stage, you are not officially approved for the Leisure Access and Ride Transit programs. You will be notified by the City once you are officially approved for the programs.

2024 Notice of Assessment (NOA) from the Canada Revenue Agency
Assured Income for the Severely Handicapped (AISH) Paper Health Benefits Statement (found on the monthly Direct Deposit statement) dated within the last 3 months
2024 Canada Pension Plan T4A(P) form showing credits for the Disability Benefit
Income Support Paper Health Benefits Statement - must include budget information (found on the monthly Direct Deposit statement) and be dated within the last 3 months
Foundational Learning Assistance Funding Decision Letter (printed email format is acceptable provided the applicant’s name is listed)
Confirmation of Permanent Residency Document (sometimes referred to as Landing Papers. All entry dates must be less than 1 year from application date)
Refugee Protection Claimant Document (issued less than 1 year from the application date)
Delegation of Powers and Duties to a Child Caregiver Document (for children under government care).

A current Canada Child Benefit (CCB) notice
Canada Revenue Agency ACFB or GST/HSTC notice from 2024
Current Income Support monthly statement listing all children as dependants
Birth certificate in which all parents listed on the birth certificate are also listed on the application (if applying as a single parent, we can only accept a birth certificate if the single parent is the only parent listed)
Legal guardianship, parenting, or custody order/agreement
Delegation of Powers and Duties to a Child Caregiver document
Childcare subsidy letter with parents and children's names listed
